Facilitating learning deals with external forces aiding in the learning process. More specifically in educational technology, the focus is not on the learner. Both teacher assistance and intervention strategies are considered external devices in facilitating learning.

Project Management- responsibility for many tasks throughout a project. Project manager break down the project into tasks and subtasks.
Resource Management- How the information is stored, transferred, and processed. The person responsible for overseeing the delivery system and the process used to deliver.
Personnel Management- Making sure there are enough skilled people to do the tasks at the right time with the right resources at the lowest cost.
Program Management - Long-term program that in the integral part of the organization's purpose. Mission driven, longer duration than project management, and often have multiple projects.
